PPC ads at the bottom of the page!

When I was logged into Google on Tuesday 28/09/2010 and was conducting searches, i noticed that PPC ads have started being positioned at the bottom of the page. This does not seem to affect positions 1-3, but is this a way for Google to place more paid search advertising on the page at the expense of organics?
However, it must also be noted that when the page get pushed down due to the one inch menu from Google Instant, this does not remove the organics, but rather increases the size of the page. What I wonder, is what is now defined for qualifying the ads at the bottom of the page?
